Breaking Ground on Community: Lynnwood Public Facilities District Transformation to Destination

An inside look at a transformative redevelopment project poised to reshape Lynnwood's city center and the greater Puget Sound region: the Lynnwood Public Facilities District redevelopment of a small event center and 1960s-era mall into a vibrant community and tourism destination. ESSB 5814, effective October 1, 2025, significantly impacts charitable (nonprofit) organizations in Washington by expanding the types of services and activities that are subject to retail sales tax and the retailing business and occupation (B&O) tax. As a result, CREW Seattle has added the cost of applicable taxes to our non-member luncheon registrations, as members of an affiliate group are generally excluded from the definition of “retail sale” and are instead subject to the service and other activities B&O tax classification.
